Owen McDonough serves as Director of Regulatory and Scientific Affairs at The Fertilizer Institute. He holds a B.S. in Biology from the College of William and Mary and a PhD in wetland and stream ecology from the University of Maryland. Owen’s expertise lies at the intersection of science and policy, having previously served as Senior Science Advisor to the Assistant Administrator at the U.S. EPA Office of Water and Senior Program Manager of Environmental Issues at the National Association of Home Builders in Washington, D.C. Owen is recognized as a national expert in matters related to the Clean Water Act and “waters of the United States.”
